Awsome coin
Not trying to be a pain in the butt here, however...
I've spent my whole Morgan collecting disease understanding that to be a Fine both of the vertical lines inside the cotton bolls have to show (per the ANA Grading Guide.)
Now I totally agree that the originality and eye appeal of this coin peg the meter, there are no distractions, and the feather line detail inside the left wing (our right) is outstanding. I also understand why PCGS gave it a Fine-12 grade: that's how the market will value it.
But I keep going back to the no-lines inside the cotton bolls. If I sent this coin in raw, I'd expect it to come back a VG10.

I don't disagree with your analysis of the cotton balls but imo the entire coin has to be graded, not just the cotton balls. This coin has no major distractions, great surfaces and rims, and imo superb eye appeal. While the cotton balls do not have distinguished lines much of the cap is not worn flat, the eagle's wings tell me FINE and four of the six eagle's claws are still distinguishable and not totally blended into the branch/arrows. In fact, the eagle's left claw is very distinguishable between the branch and not blended. Over all I believe this coin has to many positives to put it in a VG10 holder and I'm sure some will pass on the coin because of the cotton balls but I like most have passed on certain coins and as you know regretted it later. This coin is "all there" in originality, eye appeal, and technically imo......even without the distinguished lines in the cotton balls.

As always, I'm glad I took the time to ask you my question. Your answer makes great sense with me, and as I read your words and jump back and forth to look at the coin, my knowledge base of grading has expanded. Thanks for the lesson!
I just read the rest of this post and I agree with you on the grading assesment, in fact that was my exact words to the intrested party that PM'd me for my opinion last night. I told him that I grade this coin a Vg-10, but that the surfaces and originality are so nice that it recieved the bump to a fine-12 designation, and that the grade was not as significant as was the eye-appeal.
