I once had the exact same issue with a grading company even more prominent than GAI.
I sent in a '48 Bowman Rizzuto for grading, and despite the noticable tear in the card, it came back as NM-MT with no qualifiers. Apparently, the company misread the card number for the grade.
So what should have been a PR-FR card was sitting in my hands, and the company database, as a NM-MT. Being that I graded the card only for protection, and not for resale, I was more than happy to send the card back to be holdered properly, in exchange for a number of free gradings.
But if I was as unscrupulous as this seller, I could have tried to get $800 for a $20 card. Good thing I have a conscience and had absolutely no intention of ever selling the card, which now properly resides in a PR-FR holder, and always will.
