Set registry grading specials

Maybe this has been discussed before and I missed it, but how I understand the 12.00/5 day special is that anyone can use it, even if you dont have a set on the registry (since it says you can add one later). So as long as the set is on the registry, and the cards arent tall boys or oversized, anyone (who is a PSA member) can submit cards on the special?

the set doesn't even have to be in the registry for you to submit. I submitted some 1959 armour coins(not in the registry) with no problem.
