What stamp is this?

What stamp is this? Can someone please help me? It says Treasury at the top instead of the US Mail version in the late 1800's... Please view the attached file at the bottom.

    By the Scott catalog it is a type "O9". It's an official stamp that was used for government mail only. The actual scott number is O76 if I am correct. It's listed under official stamps.
