1970 Topps With Print Lines

I brought this up in the "mail call" thread, but I thought I'd start a new thread in case some people don't read that one.
Anyway, can someone explain how this card didn't get an OC or even MC qualifier? The bottom loop in the "y" in Mays appears to be off the bottom of the card.
I've seen many PSA 7 cards with the white print line in the top border. They all appear way, way off center T/B to me, but PSA doesn't seem to care. Are there any 1970 experts out there that can explain this to me?

That card is miscut IMO and this card is in the area of cert. numbers:
Year: 1955
Brand: TOPPS
Player: HANK AARON
Variety: N/A
Grade: 5MC
I'm wondering if this card got the MC instead of the Mays? I wonder if PSA will take it back? And the cert. number on this card is 12256450.

I don't agree with any grading company disregarding print lines, spots or even rough cuts. The exception is if every example of a card has the same defect. What if a card grades a "9" or "10" with one of these problems, and another "flawless" card comes up?

If one asked for NO qualifiers - the centering is bad enought to put the card in the 3 or 4 range.
It's more than a coincidence that a card with a cert number ending in 50 has all the same numbers that the Mays card does except it ends in 60. My guess? They put the MC qualifier on the wrong card.

Aaron card # 12256450. Graded 5MC - who would turn in an MC card that is in the 5 range of this caliber? Just a guess.

edit: the bigtime 70T collectors will tell you that the white print line is "characteristic" of that year and any card that is even slightly OC will show that line - ya gotta get used to it. The reason I say the card is MC is the fact that the "Y" in Mays is chopped off on the bottom and the print line is way too far from the edge.
