cards must be valued under $500?

I've read this many times and still not 100% sure what it means. Does it mean that there can be no cards with a declared value over $500 or does it mean that the total declared value must be under $500. When applying to the Special (i.e., no star cards), what non-star cards from 1960-1971 would be over $500?????

    It means to qualify for the special, no single card can have a declared value over $500. So you just declare its value to be $495. They won't make a stink if it's a $700 card, but they will if it's a $2,000 card. The declared value is for determining how much to charge you for insurance on the return trip.

    None, really. Thats just their verbiage. It's tough to say what a "star" card is so I think they put a limit to a "non-star". Also don't go overboard by not sending stars. If its under $500 and not an HOFer you should be good.
