Just checked a couple on eBay and sure enought this one is rotated like 15 degrees out. Is it within standards? I don't know and think ANACS would have caught it when it was graded so it must not be that unique...

Minor rotation like that is not unusual (mint tolerance is 15% in either direction) and most times the grading services will not automatically list it as an error unless you submit it under the error service. Even major rotations are often not listed if the coin is not submitted using their error service.
