59,60,61 Topps Grading

I am new to PSA membership and would like a perspective from those more capable as to why 70% of PSA population is 7 and above while only 52% of Beckett for the subject years...all the good guys go to PSA??? or something else???

    From population reports....here are stats...worse (better?) than I thought

    1959 Beckett 7 or higher - 18.3%
    1959 PSA 7 or higher - 76.1%

    1960 Beckett 7 or higher - 17.6%
    1960 PSA 7 or higher - 75.6%

    1961 Beckett 7 or higher - 21.1%
    1961 PSA 7 or higher - 81.9%

    I had worked numbers @ 6, 7, and 8 and got figures mixed up
    PSA is definitely top weighted with 7 & 8 representing about 60% of population...
    close yet not good enough...definitely not a normal distribution for a lot of reasons, I guess
