Why did'nt you start all the bills @ 99 cents ?

Yep, consignment. Which is also why some of the auctions didn't start at the usual 99¢. I like low start no reserve auctions for my own stuff, but it's not everybody's cup of tea.

No. None from the garbage slabbers. Most of them were ANACS. The higher dollar coins were re-slabbed and sold through one of the real dealers. The leftovers were consigned to me.

I don't have a 20¢ piece listed. I have a Two, and a couple of Three's. Those came from the 7070 set.
Edit: I just realized that you asked where it is, not if it came from the 7070. It was one of the ones that was re-slabbed.
