Is this ebay email legit?

I'm not to sure on this one. I've got quite a few that look unlegit but this one is from accounts@ebay.com(dunno if thats legit either?) so I'm not sure what I do or if it is legit. The subject line is "TKO Notice: * **Urgent Safeharbor Department Notice ***" and it is only addressed to me though it did go to my juke mail box. Thought someone here might have gotten a similar one or something. Any help is appriciated and any advice on what I do if it is a fake is also greatly appriciated.

    No....it is a scam.......either delete or forward to spoof@ebay.com ....then delete

    Those beyatches in Europe deserve to be flogged w/ cold salami for messin w/ e-bay customers like this.

    You can now look under the "My Messages" section on your My ebay to see all REAL account-related emails. If it ain't there, it's a fake.

    I hope the spammers are done; all real Ebay messages go into your
    "My messages" section under my Ebay.
