Did the pedigree rules change?

I thought that I remembered an exclusion in the rules for pedigrees that no mint or proof set would be pedigreed. When I was reading through the rules again I didn't see that anymore, just a comment that if there are less than 10 coins that they reserve the right to decide if they will pedigree it or not.

Did that change recently, or am I just getting senile at age 33? image

    It's new, but not that new. They also changed the percent complete requirement at about the same time (i.e. they increased it to 100%).
