1999 LOON..were they issued for circulation?

Were 1999 Loons issued for circulation? I have a ICCS 1999 Loon and there is not one listed in PCGS Circ dollars series? It jumps from like 1996 to like 02???? Anyone know why they would not have included it? Thanks

Charlton Standard Catalog of Canadian Coins says no loonies were issued for circulation from 1997 to 2001 inclusive. The $1 coins were only made for the collectors sets those years.

The 1999 Loon is not issued for circulation.
