How did this grade?

I was of the impression that hand-cut cards had to have the cut line visible in order to receive a grade. This 1921 W551 Cobb which resides between the Ruth and Pipp cards does not appear to have any of the dotted line visible. I thought the best this could do was be labeled authentic. Does anybody have any insight?

    I don't like the rule that it's gotta have the border all the way around...but if that's the rule, I'm not sure how this one worked.

    It is nice to know that the seller believes the back is nicely centered. Then again, I'm no sure how it could be poorly centered...
