Question about multiple submission forms & postage

I am getting ready to send in coins to PCGS. I have 4 free gradings on one submission form and 4 free gradings on another. I will obviously be sending in 4 coins with each of the above 2 forms. Plus, I will also be sending in 10 additional coins on a 3rd submission form. EVERYTHING ABOVE WILL BE SHIPPED TO PCGS IN ONE PACKAGE.
My question is: Do I have to pay SEPARATE shipping charges (1-5 coins @ $13.40) for EACH submission form ($13.40 X 3 = 40.20) or can I combine the total number of coins that I am sending in this package (which is 18) and go with 6-20 coins at $15.90?
I’m almost positive the answer is 3 separate charges…but I just wanted to run it by you all to double check!

For example, if the 4 + 4 are both regular service, but the 10 are economy, you can write,"Combine regular orders" and pay one return postage for those 8, but a separate return fee for the 10 economy.

I think the additional charges come into play when you have multiple service tiers in the same package, as Bushmaster previously stated.
