Has the concept of "Universal Forum Time" ever been discussed or adopted??

Screwed up on a private auction tonight since the seller ended the auction at 8PM referring to local rather than west coast forum time (3 hour difference).
Wouldn't it be useful to define such matters discussed on PCGS forums in reference to "Universal Forum Time" (UFT)??

Does it actually define the time, on the forum, for each person in their zone?
Ie....I am on the west coast...if I hit send RIGHT NOW, it is 7:39pm PST (my time).
If someone on the east coast sees it immediately upon posting, do they see 7:39pm or their own local time of 10:39pm??
I'm curious about that since I have seen people saying something "ends at 7pm", etc, but don't state Pacific/Mountain/Central/East
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
