It is a Pul from Xinjiang, China. Xinjiang is inhabited mostly by Muslims of Turkish origin, but in recent years the Chinese government has tried to promote the settlement of ethnic Chinese into the area, causing a great deal of friction with the indigenous population, which includes some terrorist attacks.
