They are all proof correct? Are the scratches on the cases or coins?

They are prooflike and those are not scratches. They are planchlet marks similar to those marks on early proof Jefferson nickels on the cheek.

If these are in PCGS or NGC holders, I will say between PL65 to 67.
These are nice coins with very deep cameo.

I'd say between PL66 to 67 Ken. And yes, they are worth sending in.
