Everytime when a new commemorative coin will be issued, a jury, consisting of some numismatists, coindealers and officials decides what the theme of the coin should be. When they made their decision about the theme, the "Bundesamt für Bauwesen" is starting a competition for the design of the coin. Some selected artists/engravers will participate to the competition and the design of one of them will be chosen to be strucked on the planchets.

What you found are two different patterns/ trial strikes of coin designs from participating artists in some of the competitions in 1968 and 1969. These designs were never realized, except on these patterns. Btw, they are RRR
