Are the PCGS price guides based on an actual SALE somewhere?

If so, where? Or is it a composite rough average of asking prices from various sources? And if that's the case, what are the listing sources?

We pay attention to the following pricing information...
1. Dealer retail asking prices as seen in Coin World, Numismatic News, dealer price lists, and dealer websites....For most coins a consensus of dealer asking prices is a pretty good indication of the retail value, i.e. the price dealers charge for coins.
2. Auction prices from the major auction houses. This is important information, especially on really rare coins. Of course auction prices need to be taken with a grain of salt as it's just one price at one time. But if you see several auction prices at about the same level, the market is telling you something.
3. Dealer buy prices as seen on the dealer trading networks.
