Was hoping someone could explain...

The other day while in WallyWorld, I walked past the sports cards section. Every once in a while I grab a few packs. Well this time i picked up a 3 packs of Bowman Heritage. It wasn't until after i opened them that I found out they were from 2004. Not that big of a deal to me. Well, here is where i'm confused....
On my last pack, I opened it and saw that they were kinda shiny, I thought to myself, must of pulled some insert. I then pull the cards out and they are 1999 Topps Baseball. There were 13 cards instead of 8 of the Bowman, including 2 sets of doubles. Even more odd is they are all numbered from same area: 363, 401, 403, 406, 409x2, 410, 412, 413x2, 415, 417, 419.

Any explanation would be great.

    Sounds like someone did a switcheroo on the packs, is all I can surmise....pulled out the cards, and put those in.

    Couldn't have been done at the factory - not possible. I think some joker with a twisted sense of humor did it.
