I know the photo isn't impressive and I haven't directed any questions about the coin to the seller (I don't know a tactful way of saying is it cleaned?) but is this worth a bid?

I know what you mean, I have never bought anything from a seller that "doesn't know anything about coins". There are still enough reasonably priced coins out there from dealers who know something. In fact, the best deals I have ever had were from other forum members
