An interesting pocket change find

I noticed a 99 NJ state quarter that at first glance just looked weird to me, so I put it under my loupe and found a nice die crack on the obverse from Washington's neck thru the u in quarter to the rim. The reverse is harder to explain, the middle 9 in 1999 is just mushed E PLURIBIS UNUM is mushed too almost like some kind of strike thru? Around the outer edges of the coin the metal is striated or a better description might be textured with very small vertical lines that run around the circumference of the coin. I don't have the technology to photograph this stuff so a description is the best I can do. Any ideas on what is going on with this coin?
