Does anyone know what biennial die is and how often it happens?

I read an article about the use of biennial dies on NJ coppers (colonial coins). Does anyone know whether this phenonenom is a creature of colonial coins or does it happen with relatively modern issues? I would think not but I am not sure.

    Biennial means happening every two years. Like a 2000-2001.
