Where do you learn about grading specials?

OK. I'm an idiot. I keep reading about the $5.00 per card grading special. How do you learn about these things? I just poked around the PSA site and couldn't find anything, but then idiots do have problems with such things!! argh!

They're on the main psacard.com home page. Scroll down a bit and there's subhead titled "PSA Specials" with three banner-type ads: one for ticket grading, one for the Collectors Club and one for the Registry special.
