I was in the local card shop today and noticed he had a near full box of 2004 topps heritage at $3.50 a pack...this stuff worth buying at that price?
Or am I better off buying base sets and going that way?

IMO, you would have to buy a boatload of packs to get anywhere with the set. I recommend you see if there is a base set on ebay - should go for about 25 bucks and go from there.
I would guess in a set of 350 cards, you are bound to get a mess of crap - but I like others have plenty of extras to backfill your set with nice nmmt centered cards. Now all the SP's you will need is another story.
Another thing that I had suggested before - try a local show where a guy might have a complete set you can view and pick up at a good price if the guy is dumping it.

Come to think of it, I can probably put together most, if not all, of a base set for you. LMK if you're interested and we can work out a trade or something.
