these are just my guesses and don't include any of the varieties which are all hard to find even without FS in Mint State. the fun is in the searching, though!!!!
It should be remembered that while Keets list is no doubt accurate the answers would change dramatically if the question were "which are the toughest Jeffersons to find gem with good strikes?" Some which are relatively easy to find with FS are very tough to find with nice clean surfaces and with otherwise full strikes.
These coins are simply tough no matter how you define quality.
