Can someone explain the special to me?

So what exactly does this $5 set registry special mean I can submit? Are they basically saying that as long as there's a set in the registry associated with the card, it can be submitted under the special? Are we allowed to submit duplicates of the same card? What's to keep me from submitting a bunch of cards that I have no intention of actually putting in the registry? (I actually am looking to build up my registry sets but I'm not sure about the limitations...if I don't get grades I like then I won't put them in the registry)

    The set registry special is a special that is posted on the set registry. You can submit any card that qualifies, in any quantity and with the intent of doing whatever the heck you want with them.
