Mixing Proof with MS

DUMB QUESTION

I notice registry sets may include proof issues along with mint state.

Why? It seems inconsistent to me. Where am I going wrong. When I put sets together I want them to "match".

They are usually DATE sets where you are simply trying to match the date and not the type.
