Yes it is, so what's your point? I think you also should have mentioned the others that have sold in Heritage auctions! How about the one that sold for $2760 which I also own!

As a Jeff collector, however, when it came time to put a 1946-P in my collection I opted for a PCGS MS66 non-FS for the princely sum of $25. I don't miss the steps at all.

What someone paid doesn't make much difference to me either as long as I'm not the buyer! lol The Heritage pictures showed much more detail then the pic Mike sent me. I wanted to confirm my hunches and Mike the seller did just that. There are several reasons, I don't want to go into, why coins sell at large differences, the main reason is the quality of one coin over another. In this case, the pics of the $2800 coin made it look like a better quality coin then the one that was up for sale. Bottom line, it didn't look like an upgrade for me, so I passed. I'd post some pictures here to do a comparison but it's too time consuming and there would not be much interest here to do so. And getting pictures to upload here is not an easy task but I may do a report over at the NGC forums.
The Heritage pictures showed several marks on the reverse that included some nicks is the shape of a plus sign above the left side of the Monticello, marks/nicks that could not be seen in the pics Mike sent me. And vise-versa, there were some noticeable nicks in Mike's picture that could not be seen in the Heritages pics.
The registry only accounts for 6 1946 MS66FS coins and Mike had two others. There are either 7 other coins out there or the pops of 15 at this grade is wrong due to resubmissions, someone trying to upgrade. So the pops are likely closer to 9 or 10 coins then what the pops show IMO.
I'll try to find out as much as I possibly can about a coin and again, there are several reasons why one coin will sell for twice the amount over another at the same grade.
From all the pictures, the coin was not an upgrade for me.
The strikes for all 3 coins were similar, less the full IMO.
