I'm a bit confused as to why this didn't get a red designation. Any ideas?

It looks like it has a bit of colorful toning.Usally if it's bright red but toned,they'll put it in a RB holder because it really isn't fully red.

I think red does not means red. It means the color of a new penny. I have some real red ones and they are all graded RB.
