Verdigris I think. Certainly not PVC that developed since I've owned it... But it could have started before I guess. I've had this for several years, just had awful pics of it on my site. I found it today while I had the safe open and decided to take advantage of the light.
Yeah, it's pretty heavy, just a little under 52 grams. So not quite 2 oz. Here's a pic of the edge:
I really like those old manhole covers. I recently picked up a pair from Civitas a 1760, 1761 They are pretty unique I'll try to get a picture up in the next day or so.

During my last visit to Russia I visited a funky antique dealer on Vasilyevskiy Ostrov in St.Petersburg who had a whole cabinet full of these, unfortunately nothing much else. I didn't pick any of them up because I quite honestly didn't know what I'd do with them.
