Looks like die fatigue that caused this. It is common on Jeffs from that era, the mint used the heck out of the dies, hence the rarity of full step examples.
Notice how the fatigue doubling "surrounds" the letters ... that's a dead giveaway on so-called die deterioration doubling. The orange peel effect on the fields also shows this a die on its last legs and thus prone to deterioration doubling... on the strike doubling, it will be flat and shelf like, while a genuine doubled die is, for want of a better term, more distinct and "raised" and follows the serifs in the letters and numbers, which strike doubling does not...
