Submitting cards to PSA

I thought I read something about when people submit cards to PSA ... They can ask PSA not to grade anything that's not a 10 or 9.

If someone want to submit something like this to PSA... What is their policy on submitting cards to them?

Do I have to submit a certain number of cards to ask for this type of service?

    For any amount of cards you can specify a minimum grade per card or per order. Just make it clear on your submission form. They will still charge you the grading fees, but will return any cards that do not meet that minimum grade (M/G).
