Broadstruck - definition assistance

For Morgan dollars, what percentage would the item have to be "broadstruck" before it would be considered and error?

Coins that are broadstruck can be so minor that you may not be able to tell. Others can be so huge that it is an awesome site.
Do you have apicture of the coin in question?
But essentially the coin has reeding all the way around, but it is easily identifiable that one side (the rim) is far wider than the other.

Sounds more like a misaligned die, not a broadstrike.
