    NCLT = Non Circulating Legal Tender

    While the coins carry a value and are technically legal tender in the issuing country they are created for collectors and never meant to circulate.

    Of course they can, which is why they call them Legal Tender coins. However, since most people pay a very significant premium over the legal tender value of the coin to obtain it, you generally will not find NCLTs in circulation. image

    Do they slab the "Marine Life Protection" coins, like those of Palau?

    I don't know if PCGS does, but I have seen them in NGC holders.
