Are commems collected for subject matter or condition?

Just a random thought the other day.
A set of commems is a beautiful sight.......but......... I think I almost like em more for the fact that you can get ALL of em in GREAT condition even more than the designs.
While many of the designs are terrific, some are downright ugly and uninspired.
BUT........ a whole set in the USUAL BU condition just looks downright IMPRESSIVE.
