How would PSA grade these, or will they at all?

I collect Star Wars Sugar Free Gum Wrappers, a set of 56 from 1978. Any of these that are pack fresh from a box of the gum will have a small tear added purposefully to facilitate opening the gum, two partial folds where the wrapper was wrapped around the gum, and small amounts of glue where the wrapper was glued together. All "mint" wrappers would have all of these flaws; would it ever be possible to get a PSA 10 or even a PSA 8 / PSA 9 like this?

Part of the reason I wonder, is that some of these have surfaced in the collector's market unused from the Topps factory. They do not have any of the abovementioned "flaws" and could possibly be perfect 10's. But, they are quite rare and were not purposefully issued by Topps. If these are the only true 10's, it seems that would be a conflict ...

Actually, being gum wrappers and not cards... would PSA even grade them?
