Is this perhaps a mule of some sort, or perhaps a contemporary counterfeit? Any suggestions/ideas welcome, thanks in advance! (Sorry about the poor pic)

I would say that is a normal 1699 1/2d.
1) The weight - you say "only 11.6g" - that is heavier than average!
2) That type of Britannia with the arm turned down started use in 1699,
so any 16?? Regal coin is 1699.
The last 9 could be from a damaged die - so that the loop of the 9 is open,
making it look like a 2.
