Card Specifications?

How does PSA know what a card is supposed to look like? Are there resources out there that say how big borders on cards should be or if the cards were intended to have a particular color tone, etc.?

Interesting question Sean. For the longest time... I couldn't figure out why this card got the OC qualifier. It LOOKS nice to me... but in actuality PSA was correct. The top border should match the bottom border not the side borders. I think they just know from experience, but how they have so much experience in so many obscure sets is beyond me....
