That is not normal. They should be NARU'd.

  • ebay - Bid Retractions

Before bidding on an item on eBay, be sure to read the item description and check the seller's feedback. If you have any questions about the listing, contact the seller by going to the View Item page and clicking on either the seller's User ID or on the Ask Seller a Question link.

Please remember that every bid on eBay is binding (unless the item is listed in a category under the Non-Binding Bid Policy or the transaction is prohibited by law or by eBay's User Agreement). Bidding on multiple identical items should be done only if you intend to buy all of the items.

It is ONLY OK to retract a bid if...,

You accidentally enter a wrong bid amount (for example, you bid $99.50 instead of $9.95). If this occurs, re-enter the correct bid amount immediately.

The description of an item you have bid on has changed significantly.

You cannot reach the seller. This means that you have tried calling the seller and the seller's phone number doesn't work, or you have tried emailing the seller and it comes back undeliverable.

Before you retract your bid, please read complete information on bid retractions including the Special Retraction Rules.....

Bid carefully - retractions are rarely allowed

When you are the winning bidder, you are obligated to pay the high-bid price for the item. As a rule, retracting bids is not allowed on eBay.

Remember that all bids on eBay are binding, except:
Sales of real estate or businesses (see the Non-Binding Bid Policy)
Sales of items that are prohibited by law or by eBay's User Agreement
    Exceptional Circumstances Only

There are, however, a few exceptional circumstances (described in the User Agreement) under which you may retract a bid. These are if:

You made a typographical error and entered the wrong bid amount. For instance, you bid $99.50 instead of $9.95. If this occurs, re-enter the correct bid amount immediately after you retract your bid. If you do not place another bid, the retraction will be in violation of eBay's policy and could result in your suspension. Please review the retraction guidelines if you need to retract your bid.

The description of an item you have bid on has changed significantly.

You can't reach the seller. This means that you tried calling the seller but his or her phone number doesn't work, or you have tried emailing a message to the seller and it comes back undeliverable.

Someone has bid on an item using your User ID and password.

    Timing Matters

There are special rules about retracting bids, depending on when you originally placed the bid.

If you place a bid before the last 12-hours of the listing: You may retract that bid before that last 12-hours, if your situation meets the above description of exceptional circumstances. You will not be allowed to retract that bid during the last 12-hours of the listing.

When you retract a bid before the last 12 hours of a listing: you will eliminate all bids you have placed on that item. If you are correcting a bidding error, you will have to bid again.

If you place a bid during the last 12-hours of the listing: You may retract the bid only within one hour after placing the bid (and if your situation meets eBay's exceptional circumstances description).

When you retract a bid within the last 12 hours of the listing: You will eliminate only the most recent bid you placed. Bids you placed prior to the last 12 hours will not be retracted.

If you are not allowed to retract your bid during the last 12-hours of the listing, you may contact the seller to request that your bid be canceled. The seller will have the discretion whether to cancel your bid.

    Accountability

Your total number of bid retractions in the past six months is displayed in your member profile.

eBay will thoroughly investigate bid retractions. Abuse of this feature may result in the suspension of your account. Bids retracted within the last 24 hours of listing can be viewed as bid shielding, which is a serious violation of our policy.

I'll bet he's probing to find out a sellers reserve, and then cancelling his bid. Had someone do that to me once.
This guy should definitely be NARU'd.

Always looking for Topps Salesman Samples, pre '51 unopened packs, E90-2, E91a, N690 Kalamazoo Bats, and T204 Square Frame Ramly's

Time for all of us to notify Ebay!
  • Ebay emailed me back and said "action would be taken for repeated policy violations"....FWIW!

    baseballcardsonly,

If possible, can you give me the link / email address which you used to report this bid retracter. I'm interested because it appears you received a response from ebay. In the past when I've reported suspicious behavior, I get a form email from ebay assuring me that they are looking into the matter but for privacy reasons they will not let me know what (if any) action was taken.

That's fine with me. What I would like to do, however, is be able to write ebay and ask them "hey, is this okay?", but I can never find the link / contact info to do that.

By the way, here's another bid retractor with a long history: mbglove

I recently bid on this auction: 54 Aaron PSA 4

I bid $400 a few days ago and was the high bidder until today. Meanwhile, this mbglove punk bids $401.54 with less than 24 hours to go and then retracts the bid saying it was the wrong amount (like his fingers accidentally hit $401.54). I was a little upset because now this guy knows my high bid is $400. I never thought about this before, but obviously you can use bid retractions to figure out the current high bid or the seller's reserve, as someone mentioned below. Anyway, this guy never bid again, so who knows what the story is. All I know is he has 32 retractions in the last 6 months, but he also has 1100 positive feedbacks.

    Detroitfan,

when I email ebay, I always us the section where it says (under contact us) "problem with bidder/seller not listed".....this will allow you to write an explanation of your problem, and I always use the word "please". Sometimes I also get the form letter, but sometimes I get an answer from a real person.

    Hope this helps!
