The D/S is a repunched Mint Mark. The S was the original punch; the D was punched over. The S should be very clear with a loupe, especially on the inside of the D.
And Mad Marty: The 1944 D/S 20 centavo is scarce, but not rare like the 1913-S/S. The current PCGS population (as of January 2005), is 8 in unc. Pretty skinny.
The Red Book doesn’t know the real prices on US Philippines. If you see one in MS 63 for $100, I’d recommend scarfing it up.
