This was addressed at one of the registry luncheon Q and A sessions.
If I remember correctly, PSA seriously considered it,
but decided that with such a limited number of packs worthy of slabbing,
as compared to millions of trading cards, it wouldn't make economic sense to tool up for it.

1.) Finding individuals qualified to grade and authenticate packs that aren't already under contract with GAI,
2.) The only real value in pack grading is in vintage so finding enough material to make it profitable at this point is not likely to happen.
3.) I think they'll continue to look for more ways to utilize the set registry. They recently started the signed Baseballs registry so registry's for signed 8x10's, Bats, Football's, and jersey's can't be too far behind!!
I also don't think it will be long before GAI stops doing packs becuase there won't be any left to "slab." I can't imagine too many graded 1986 or later packs.

I tend to agree with your points, but what about a pack registry? I imagine this would be quite popular, if implemented.
