1970 Kellogg's Baseball Question

Maybe this has been answered before and I just missed it.
Im putting my entire 1970 Kellogg's PSA 9 set on ebay over the next couple of weeks (spam) so I was scanning all the cards at one sitting a couple of days ago.
I thought I saw a lot of Cubs and a lot of Twins and decided to see how the distribution fell, just because Im that way I guess.
It made sense that the expansion teams (Mont, SD, KC) only had 1 person in the set. For some reason Seattle had 2.
Then I noticed that there were NO Atlanta Braves. I always knew Aaron wasnt included but never took it to that next step. Does anyone know why there are no Braves? Was it punishment for losing the playoffs to the Mets?
They were a division winning team that had Hall of Famers like Aaron, Cepeda and Niekro on the team. But NO Braves are in the set. Its one thing to leave out stars (Yaz comes to mind immediately). But the entire team?
Anyone ever hear why?

I made an inquiry into the set with someone who is a big collector. Hopefully he will respond or pm me with what he knows.
