Anyone know what this is?

This item is a bit larger than a US silver dollar and seems to be made of copper plated lead. It is uniface.

It's something of a commemorative nature.

Unfortunately, the abbreviations have me scratching my head.

It says: "Vice Consulado de Espana en Wilmington, Estado de la Carolina del Norte."

It's a diplomatic seal of the Spanish vice consul in Wilmington, N.C.
