PCGS grading of 1945-P FB dimes

How does PCGS grade mint state off-center and broadstruck 1945-P FB dimes? They never seem to grade higher than MS-62FB or MS-63FB even though they have immaculate surfaces/strong strikes as well as fully split bands.
Usually they have nicer surfaces and appear more PQ than their MS-65FB and MS-66FB counterparts.
Your insight would be most helpful.

Hi Oreville,
We grade the off-centers, broadstrucks, etc. like any other dime. I think I remember seeing an off-center MS66FB 45-P.
Just depends on the coin.
