Wierd statement from buyer pertaining to shipment

This is the first I have heard of this, anyone experience this. The S&H was 92 cents through USPS and paid via Paypal debit card. Delivery conf was bought, however, the USPS does not have a record of this package. This is the e-mail that was sent to me from the buyer.
I recieved this item today with postage due! $2.93 The post-man said it has something to do with E-bays program. I would expect a refund for the total amount. Please send give me your E-mail address and I will send you a scan of your envelope and the reciept. I would go after e-bay for your refund, after you give me mine. You are not the only one, I have recieved many like this. Please contact your local post office with the scan I will send you and they will tell you what happened. Sorry for the inconvience.

now this is the stupid part, (ive had it happen).. with delivery confirmation on a bubble mailer, the bubble mailer has to be i think 3/4inch thick.. BUT if the clerk doesnt catch it and its under 3/4inch thick, then somewhere down the line somebody ELSE catches it, they automatically bump it to $3.85 priority mail rate and they'll charge the person on the receiving end..
doesnt make any sense to me, but thats how it was explained to me by the USPS after i found out they tried to charge one of my customers.. i let the postal service know that i thought it was about the most ignorant bull-scheisse ive heard of..

I've had the same thing explained to me; a post office clerk once looked at the bubble mailer, squinted, and said "I guess that's 3/4's of an inch" and put the delivery confirmation label on it. I didn't get stuck; sounds like you did.
edited to add: you said "but I'm not too keen on his attitude stating that "he expects a refund".
I'd be pissed off too if I paid for shipping and had to pay another fee to get my package. By now, I'm hoping the high road is looking better and better.

It would be nice if all the postal clerks knew the rates. I mailed cards in bubble wrap envelopes with delivery confirmation for over a year before being told the envelope had to be at least 3/4 in. thick to use regular postal rates. Over time I've passed on the information to at least four other clerks who were unaware of the policy. I started using extra cardboard to make up the difference and still had problems from time to time. Last weekend I had another clerk try to charge me more than $ 4 for an envelope only 3/4 in thick saying it had to go priority mail. Once I explained to him what other clerks had told me he call another post office for verification because he had never heard such a thing and had worked there for more than 10 years???
I too would be extremely upset if I had already paid postage and was required to pay extra postage to get my package.

I wouldn't sweat his "attitude"--he is in the right. He was very inconvenienced and justifiably upset. He has no fault in this and recognizes that you have been wronged as well, therefore recommending you to seek restitution as well.
He seems to be just a self-confident guy and knows how to tell someone what he wants to make things right. Its not like he is an entitlement freak.
