Am I doing something wrong?

I am pretty new to submitting cards for grade. It seems that every submission comes back with cards that are given a reason not to be holdered, and it seems they use the same excuse for each card, that they "Did not meet minimum size requirements." Also, is it better to send a large number cards at a time? I typically send between 10-20 cards at a time.

I would say that size of the invoice is irrelevant to any issue you may have. I have never sent more than 25 or 30 cards at one time. I've received only a few back ungraded (trimmed, min size req's , etc).
The only thing that I can suggest, aside from the usual scrutiny of corners, surface and centering, is to measure the card. Check it against other examples of the same year. This isn't going to help 100% of the time because card sizes vary slightly. But you should be able to catch the severely undersized.
Other than that, you could attempt to regrade. Minimum size requirements might get graded on a retry.
    Just my 2¢

You also might want to keep track of where you cards are coming from. If you notice a pattern of "not meeting size requirements" from a certain seller of raw cards, might want to avoid them.

    Probably not a bad idea.
I believe some of the non-Topps issues might be more prone to this as well (OPC comes to mind first).
