Has anyone ever used the free buyer protection plan paypal offers? I want to file a claim for less than $30 dollars and wonder if it's worth it.

    I haven't had to use it yet so can't answer the question. If you have a valid claim file it. All it costs you is time and if you don't do anything at all you lose anyway.
