purchased 1981 S type 2 lincoln cent pr69 DCam with spots

I purhased a 1981-s type 2 PR69 DCam Sight Unseen I paid $299 plus P & H but it has spots bought it from private collector. How do you submit a coin to recover money lost.

Submit it as a "regrade" and write on the submission form "Grade guarantee submission - spots". If PCGS determines that it does not meet the criteria for the grade, they will either replace it or cut you a check, and will reimburse you for the submission costs.
