? about "Finest Possible Set Rating"
I understand how a new top pop coin might allow someone to have a set rating higher than the finest possible because of a lag in updating the finest possible calculated value, however I was just looking at the Gold Commemoratives 13 Piece Set Circulation Strikes (1903-1926) and there is something weird. They say the finest possible set rating is 66.42, but the #1 finest of all time is rated 66.61 and this set is not in the list of current sets so it can't be a new top pop right?... Unfortunately the set is closed so i can't look at it to see what the deal is. Any ideas?

from the current sets. A person sends one of the coins in to PCGS to try for an upgrade
with no minimum stated or goes for a grade guarantee and the pop. 1/0 coin is dropped
a point. I would imagine the all time finest set would maintain their rating but the finest
possible rating would be lowered. Just a thought.
